Registration now open for the 2012 Youth Ambassadors Program
Brasilia, May 3, 2011 – Registration opens today for the 10th annual Youth Ambassadors Program, an exchange program of the United States Mission in Brazil. The program offers 35 Brazilian public school students with outstanding academic performance, a history of volunteer service in their communities, and good English language skills to represent Brazil as “ambassadors”’ during a three-week exchange program in the United States.
The application will be available beginning today, May 3, through August 7th on the U.S. Embassy Facebook page: http://www.facebook.com/EmbaixadadosEUA.br

In 2011, five students were granted English language and U.S. culture scholarships for summer programs in the U.S. sponsored by Bradesco Bank, the Leadership Institute of Rio de Janeiro (IL-Rio) and several well-known U.S. schools including Cushing Academy, Phillips Exeter Academy, Andover Phillips Academy and Culver Academy. Bullying é um termo em inglês (bully – “valentão”) utilizado para descrever formas de violência verbais, físicas ou psicológicas, intencionais ou repetitivas praticado por um indivíduo ou um grupo para intimidar o outro individuo incapaz de se defender.

O bullying pode ser dividido em dois tipos: o bullying direto, a forma mais comum entre agressores masculinos; e o bullying indireto, forma mais comum entre as mulheres e crianças, sendo sua característica o isolamento social da vítima obtido por espalhar comentários, recusa em se socializar com a vítima, intimidar outras pessoas que desejam se socializar com a vítima, criticar o modo de vestir ou outros aspectos socialmente significativos como etnia e religião. Além desses meios utilizados pelo agressor, outros também são considerados como agressões como insultar a vítima, ataques físicos, danificar pertences e expressões ameaçadoras.
Por ser um problema mundial, vem ganhando grande espaço em discussões de especialistas em educação e outros profissionais que estão em campanha para diminuir sua incidência nos vários ambientes em que ele acontece ou pode acontecer como escolas, locais de trabalho, em casa, ambientes militares e de política e até mesmo em ambientes públicos.

Por desrespeitarem princípios constitucionais como a dignidade da pessoa humana, atos de bullying configuram-se como atos ilícitos. Com isso várias pessoas estão recorrendo à justiça para que atos de bullying sejam ressarcidos de alguma forma. O Código Civil brasileiro determina que todo ato ilícito que cause dano a outra pessoa gera o dever de indenizar. A responsabilidade do ato também pode ser enquadrada no Código de Defesa do Consumidor levando escolas, por exemplo, a também terem responsabilidade sobre o ato tendo em vista que são prestadores de servidos aos consumidores.
No Rio de Janeiro foi sancionada uma lei estadual em 23 de setembro de 2010 obrigando escolas públicas e privadas a notificarem casos de bullying à polícia. Caso a lei seja descumprida, a multa pode chegar a 20 salários mínimos.
Uma pesquisa realizada em 2010 com 5.168 alunos de 25 escolas públicas e particulares revelou que os alunos de 6º e 7º anos são os mais atingidos pelas humilhações do bullying. Desses, 17% estão envolvidos de alguma forma sendo os agressores, ou agredidos, ou os dois. A partir de e-mails ofensivos e difamação em sites de relacionamento como orkut e twitter, o uso de tecnologias de informação e comunicação estão se tornando a forma mais comum de bullying chamado de cyberbullying.
